Version 1.2.3 improves support for .NET Core 3.0

Up until version 1.2.3, the Prise codebase was targeting .NET Core 2.1. Version 1.2.3 is multi-targeted, meaning it removes the dependency on Newtonsoft.Json in favor of the native System.Text.Json API of .Net Core 3.0
