TFS-41883: Added configuration for failing nodes:
<NotificationEmails> is a comma seperated list of emails that should be notified when a node is disabled automatically, because it is unresponsive (default is empty)
<RetryNumber> is the number of times to retry establishing contact with a failing node (default is 3).
<TimeOutAfterFailiure> is the number of seconds to delay retrying to contact a failing node (default is 300).
