Release Notes 2019 (alpha 3)

- Added new "RequeryCanExecuteChangedOnPropertyChange" attribute for better clarity and type checking for automating the RelayCommand re-query function.

- Corrected isues where the "GoBack" and "GoForward" suffered the same bug as NavigateTo method did.

- Added additional configuration options to the MvvNavigatorBase class.

- Removed the IMvvNavigator as it has no value given the multi ways of implementing a navigation service.

- Added a simple version of the MvvmNavigator whcih only supports navigating to an object; nor more, no less.
