.NET Core changes: Changed behaviour when exact match of NuGet version the task factory was compiled against fails: now gradually newer version is chosen. Also added environment variable "UTILPACK_NUGET_VERSION", which can be used to override the NuGet version seen by the task factory.
   
Once again, this is hopefully last release before changing this package ID to NuGetUtils.MSBuild.Exec.
